Summary

RAP-DMP is a capacity-building program assisting the Ministry of Education through capacity strengthening in the areas of planning, financial and budget management, and education objective and activity evaluation in each education academy, or Acadamie d’Education (AE), as part of the Educational Quality Improvement Program 2 (EQUIP2). RAP-DMP provides technical assistance to decentralized Ministry of Education entities, such as Centers for Pedagogical Animation (CAPs) and AEs, to better plan and manage activities and to offer support to the decentralized government structures at their levels.

The project supports three thematic objectives—gender equity, HIV/AIDS, and special challenges faced in the North—and the following programmatic areas: set up adequate financial management and education planning and monitoring; reinforcing the Ministry of Education commitment to decentralization; helping AEs strengthen their capacity; improving the use of EMIS data analysis in decision-making; and leading and coordinating the development of a Regional Education Development Fund (REDF).
