The GEDA project assisted the Ministry of Education and Science (MES) to implement the provisions of the new Law on General Education and the Law on Higher Education, including a system for accreditation. The central objectives of the project were to: (1) develop a national strategy and action plan to implement the decentralization program for general education; (2) assist in the establishment of regional bodies of educational management – the Resource Centers; (3) assist in the implementation of reforms at the regional level; (4) help develop and institutionalize an accreditation system for general, vocational and higher education institutions; and (5) build the capacity of the MES in such areas as education administration, financial management, and training in order to sustain the decentralization and accreditation programs. Training of Georgian educators, accreditation specialists, and training personnel (primarily on-the-job and through workshops/seminars) were important features of the project, designed to create long-term capacity of the MES and selected education-related organizations. To support the decentralization program, the project financed the establishment of education resource centers throughout the country, assisted in procuring furnishings for them, and provided trainings for the staff.
